28. Washington Wizards (28): The last few weeks they have shown signs of improvement but still continue to play poorly.

27. Toronto Raptors (26): At times the Raptors show signs of improvement but have done very little this season.

26. Detroit Pistons (27): The Motor City continues to struggle with an overall record of 11-22
